17.8 In relation to the approval of construction related works, the Kathmandu Valley City will give approval if the approval is contrary to the criteria and policy guidelines determined by the council. The relevant person of the development plan implementation council will be punished by departmental punishment.

17.9 The Kathmandu Valley City Development Plan Implementation Council will do the work required to be done by the council according to the above sub-sections. However, if the council wishes, it can have such work done by itself or any other body or official at any time. The government of Nepal can cancel any work done without the approval of the council before giving it to anyone in any way.
